Pratt was born to Samuel and Betsy Lincoln Pratt in Cohasset. He left school to study under Joseph Eustis, a Boston housewright, and learned many house-building skills. In Boston, he married Eustis' daughters and had six children. After 25 years, he returned to Cohasset and built a house on South Main Street. Pratt was a successful businessman and one of the three organizers of Cohasset Savings Bank. He became its first president. He was also vital in establishing a high school in 1841.

Before his death in 1853, he wished for a permanent library in Cohasset. His two youngest daughters, Sarah Sigourney Pratt (1815–1896) and Harriot Eustis Pratt (1819–1898), pursued their father's wish and helped found the first Cohasset Free Public Library. Sarah became a board member in 1880. In 1903, the Paul Pratt Memorial Library was built with financial support from the sisters and private donations. The spinster sisters remained at home until their deaths. In 2023, the cemetery restored Pratt's cast iron fencing.
