Tower was a respected citizen in town and owned the Tower Brothers maritime business on Tower Wharf, with his brother Abraham, selling wood, coal, lumber, and yacht supplies. Newcomb was born on February 20, 1840, the son of Abraham Hobart and Charlotte (Bates) Tower. He served in many roles as town clerk (1884–1894), selectman (1895–1904), and town treasurer (1904). In addition, he was the Universalist Church organist (1857–1894), Cohasset Choral Union musical director (1880), Cohasset Savings Bank secretary (1898), and a member of the Committee of Town History (1894). He lived on Tower Lane.
